A Scottish seafood industry leader says that quotas must be returned to working fishermen because the costs of leasing threaten the entire financial balance of the industry.

The huge cost of leasing quota is sucking working capital out of the industry to such an extent that the loss of profitability threatens to undermine the entire industry infrastructure, he said.
