The department completed its mandated five-year review of the duties, which were initiated in 2005 after domestic U.S. shrimp producers and processors complained suppliers from the four countries were selling product at below-market values, a practice called dumping.

"As a result of these sunset reviews, the department finds that revocation of the antidumping duty orders would likely lead to a continuation or recurrence of dumping," the department said in an announcement published Friday in The Federal Register.
