The Joint Ocean Commission Initiative, a collaborative effort between the U.S. Commission on Ocean Policy and the privately funded Pew Oceans Commission, gave the U.S. an overall report card grade of C-minus, an improvement over last year’s grade of D-plus.

“The severe threat to our oceans is beyond question,” said James Watkins, a retired Navy admiral who heads the U.S. Commission on Ocean Policy and co-chairs the initiative.

It’s the second year the commission has issued a report card, covering six areas: national ocean governance reform (C-minus); regional and state ocean governance reform (A-minus); international leadership (D-minus); research, science and education (D-plus); fisheries management reform (B-plus); and new funding for ocean policy programs (F).
