The Jan. 19 decision from the appeals court, which is based in San Francisco and hears cases from the western states and Hawaii, ruled against the claims by Fishermen's Finest Inc., North Pacific Fishing Inc., and U.S. Fishing LLC the U.S. Secretary of Commerce set Pacific cod allocations for the fishery arbitrarily and based on political considerations.
