The single-species total allowable catch (TAC) model, with all its flaws and imperfections, has been in place for around 30 years, but it is hard to see how it can continue to operate when fishermen have to land all the quota species they catch, regardless of whether they have quota to cover their catches or not.

The problem of so-called "choke" species -- the species that once all its quota has been taken, will cause a fishery to close regardless of how much quota is left of other species -- will make it impossible for fishermen to operate sustainably.
