The "Fresh Start Framework" includes plans to improve marketing of salmon, increase protection against diseases such as infectious salmon anemia (ISA) and measures to reduce escapes.
No specific increase in funding for these projects was outlined by the government in its statement.
The framework will rely to an extent on grants from the European Fisheries Fund (EFF), for which the Scottish government have encouraged farmers to apply.
The new strategy was announced by Environment Minister Roseanna Cunningham in Parliament Thursday. Cunningham will chair the new ministerial group for the project.
