There are too many holes in the data to call out one culprit for the decline of wild salmon populations in the Fraser River, but research presented during the two-year Cohen Commission Inquiry shows enough risk to warrant precautions, Bruce Cohen wrote in his final Cohen Commission report, released to the public Wednesday afternoon.
Cohen recommends Canada's Department of Fisheries and Oceans (DFO) not issue new licenses for net-pen salmon farms in the Discovery Islands area until Sept. 30, 2020, due to the risk farms may pose to wild salmon.
