While it is difficult initially to assess the immediate implications of the development, it must be seen in the wider context of Scottish minister Richard Lochhead’s intention to carry out a review of how Scotland’s quotas are allocated and managed.
It follows from this that "ownership" of quota in Scotland is not set in stone, and this in turn creates great uncertainty as to the security and value of quota assets that the banks take account of in arranging loans for projects involving the fishing industry.
