Realizing the diminished stock of shrimp in the Gulf of Mexico and Sea of Cortez was declining, and the Mexican government was reducing fishing days and looking to buy out fishing vessels to reduce the fleet, Valdez went to see Steve Page at Ocean Farm Technologies to discuss growing fish in the open ocean using the company's Aquapod cages.

Valdez formed Pesquera Delly and, working with Page, set out a pilot cage in 2008 on a one square kilometer site in Guaymas, about halfway down the Baja peninsula.
