It is the latest attempt to end the work crisis that led to recent strikes actions.

The proposal will be handed in a closed envelope to mediator Jose Maria Casas de Ron and the full contents are so far unknown.

Casas de Ron will bring the parties together after Easter to discuss them.

However, it is clear that unions are asking for wages of €16,000 ($16,931) and more for workers in the second year of employment, up from €14,000 ($14,815) in the first year.
