In announcing its final results for the period of review between Feb. 1, 2008, and Jan. 31, 2009, the department said "there was no duty absorption applicable to Devi's U.S. sales because we preliminarily determined that there is no dumping margin with respect to Devi's U.S. sales during the current administrative review.
"Because we continue to find that there is no dumping margin with respect to Devi's U.S. sales during this POR [period of review], we also continue to find that there is no duty absorption applicable to Devi's U.S.
