Many are of the opinion this reform treaty contains symbolic changes without practical significance.
According to an article in the Norwegian newspaper Klassekampen, the Rome treaty will have a new article added that proclaims the EU trade policy’s aim is to "encourage integration of all countries in the global economy, including through progressive abolition of restrictions on international trade."
The newspaper claims this is reinforced in another article in the treaty that states the European Union shall "contribute toward progressive abolition of restrictions on international trade and direct foreign investments, and lowering of duty and other barriers."
