The regulation for 2009 simply states that if the total catch exceeds 112,000 metric tons -- including 20,000 metric tons taken in international waters -- the Minister reserves the right to curtail the fishery or close it.
Last year there was fury from Norway, the Faroe Islands and the EU nations, as the Icelandic fleet was able to catch and land more than 100,000 metric tons of non-quota mackerel.
All the other nations have rigidly controlled mackerel fishing and have branded Iceland's mackerel fishery as deeply irresponsible.
