The announcement was made as part of a cabinet reshuffle that has seen several Ministers moved from their positions to allow others into government, although Jon Bjarnason remains at the Ministry of Fisheries and Agriculture.
A working group made up of government and industry figures has been examining the whole issue of the individual transferable quota (ITQ) system that has long been highly controversial and has split public and political opinion as quotas have tended to accumulate in increasingly fewer hands.
