But it appears progress is being made, as Iceland has been invited to take part in negotiations on the future management of the mackerel fishery, to be held in London on June 29-30
Mackerel fishing has been strictly regulated by the EU, Norway and Faroe Islands, who have not always agreed on how this should be done.
The migration of mackerel into Icelandic waters in large volumes in recent years has allowed the Icelandic fleet to fish on mackerel to which the other nations had always denied Iceland access, on the grounds there were no mackerel in Icelandic waters.
