Chinese shrimp exporter Hilltop International and its US affiliate Ocean Duke Corp., could be facing duties after the United States Department of Commerce last week filed its remand results regarding the companies’ 2008-2010 administrative reviews.

According to court documents, Hilltop was assigned a 112.81 percent antidumping margin from Commerce for reviews four through six, covering shrimp imports into the United States from 2008-2010.

In 2010, on behalf of the Ad Hock Shrimp Trade Action Committee (AHSTAC), attorney Jordan Kahn brought the case before the Court of International Trade (CIT) with evidence he claims shows the company “made material misrepresentations regarding the identity of its affiliates and that Hilltop repeatedly refused to address evidence suggesting it had engaged in transshipment schemes to avoid the payment of antidumping duties on previous shrimp entries.”
