Minimizing discards is a top priority among fishing nations across the globe, be it the EU or Chile. But it is easier said than done.
"We want to avoid discards, rather than banning them," said Luis Cocas [pictured] from Chile's Undersecretariat for Fisheries and Aquaculture (Subpesca), who is in charge of implementing the discards program in the country.
"Fishermen might be discarding for several reasons -- economical reasons, lack of markets, regulatory reasons, sometimes the target specie quota and by-catch quota is too small, et cetera," Cocas told IntraFish.
