A news item from South America caught my eye this week, regarding a change in how Chile manages its fisheries quota system

It is reported that the Chilean government, under new legislation that was recently passed, will decide on all fishing quotas through its own "independent" scientific committees -- without the participation of the fishing industry.

As expected, green groups are delighted with the news, as they claim in the past decade catch limits for three of Chile’s major fisheries -- anchovy, jack mackerel, and hake -- exceeded scientific recommendation by 78 percent, 87 percent, and 193 percent, respectively.

The new laws will also require fishermen to reduce bycatch.
