The government was supposed to make an official proclamation for the neighborhood plan in January but has yet to do so, and salmon companies say to be able to put the plan in action they need legislative changes to allow for the transferring of licenses.
The neighborhood plan was announced to great fanfare last year as one of the measures coming out of the salmon roundtable, and was a solution widely backed by government institutions.
However, four months later the rules are not in place and SalmonChile is urging SERNAPESCA to get its act together.
