Gabriel Elbaz entered into a partnership with Daley Brothers in 2002 to operate the Summerside fish plant.
The relationship quickly soured.
Elbaz has used the courts and a commercial arbitrator to argue Newfoundland-based company owners Terry and Aiden Daley did not provide the specialized lobster products they promised for Elbaz to sell in Europe and United States.
Daley Brothers, one of the largest fish-processing companies in Newfoundland and Labrador, abandoned the operation in 2003.
Elbaz is seeking damages, including two arbitration awards.
Daley Brothers has 20 days to respond.
