A Parliamentary Bill that should have been presented in February now appears -- after two years of bitter wrangling and some high-profile squabbling -- to be about to see the light of day and the first indications are coming to light of what will doubtless be fought over in Parliament.
The chairman of Iceland's Association of Fishing Vessel Owners has already been quick off the mark in describing the bill as “horrific.”
Early indications are that fishing operators are expected in future to lease their fishing rights from the state for 15-year periods, with an eight percent “pot” of quotas being put aside for the state to lease year-by-year as well as for local and coastal quota schemes.
