The questions seemingly are endless when considering all the factors and dynamics at play, and begin with the most basic queries: What geographical area is being talked about when referring to “the Arctic?” What types of uses, if any, should be permitted? Who will be allowed to participate? What entities will regulate and oversee activities?
As if those answers won’t be hard enough to determine, merely reaching agreement on them is the first step in a process that must include satisfactorily addressing environmental concerns, of which there are many; ensuring a prominent role and safeguards for native peoples living in the circumpolar region; finding sources of funding for what will be years of research and study; and addressing political concerns, to name a few.
