The manual is available free of charge to all fishermen, fishery managers and officials in the EU.
The landings obligation or discards ban came into force in EU pelagic fisheries on 1 January this year and will apply to demersal fisheries from 1 January 2016. It is a major element in the recent reform of the Common Fisheries Policy and compels fishermen to land all the quota species they catch. It is widely seen as the biggest challenge to the European fishing industry since the introduction of the CFP in the 1970s, particularly for fishermen in the mixed demersal fisheries.
