Regarding your interesting article on seafood eco-labels and consequence of GSSI.
I don't think FAO is ever going to introduce its own eco-label, as this is not part of its mission and role. It is a situation very much different from the EU organic label, which is mandatory by law.
FAO does not produce enforceable legislation.
