That is one of a long list of suggestions made by a panel led by Peter Gullestad, former director of the Norwegian Directorate of Fisheries.

The suggestions were laid out in a report issued by the panel on Friday, Feb. 4, and entitled ”Effective and sustainable use of sea area in the aquaculture industry."

The document submitted is comprehensive and at first glance can appear as though it lays the groundwork for sweeping changes.

One eye-catching proposal is to not increase the MPB (maximum permitted biomass) or hand out new fish production licenses before new production zones are established.

“The
