A €20 million ($21.8 million) fine against salmon giant Mowi for failing to get approval before its acquisition of Polish processor Morpol should be cut in half because it penalized the company twice for the same thing, an adviser to the European Union Court of Justice recommended Thursday.

In a non-binding agreement, Advocate General Evgeni Tanchev said the court should set aside a decision upholding the European Commission's 2014 fine, saying that it cannot fine a company both for failing to notify the enforcer of a deal and for implementing that deal without the enforcer’s approval.
