Eliminating discards through the introduction of a landings obligation, a key element of the newly reformed Common Fisheries Policy (CFP), may extract too high a price from certain fisheries, a new report suggests.

The report, published Jan. 24, looks at the potential economic implications of the introduction of the landings obligation on selected UK fishing fleets.

The landings obligation will apply to all species subject to quotas, but there are some exemptions and flexibilities built into the system, such as quota uplift, the use of target quota to cover "choke species" and the "de minimis" allowance to continue discarding in exceptional circumstances.
