The legislation would require more government inspections and oversight of food manufacturers and give the Food and Drug Administration (FDA) new authority to order recalls.

The bill does not include a provision to change the definition of catfish to include pangasius from Vietnam, and to put inspections for catfish under the U.S. Department of Agriculture and not the FDA, where it now resides.

"The draft rule is still inside USDA and has not made it to the secretary's desk yet," the National Fisheries Institute (NFI) told IntraFish on Friday.
