Can Norway 'buy' EU access for salmon?

The former head of the Norwegian Seafood Federation (FHL), Jostein Refsnes, believes Norway should "buy" a supplement to the current European Economic Agreement (EEA) agreement that includes free market access for salmon and other seafood.
