If you are sending a rocket to the moon, it is pretty easy to measure the success of that effort; it gets there or it doesn't.

This week in the US Congress, a bill was pushed forward that could lead to the re-establishment of a national seafood and promotional council designed to ultimately boost seafood consumption in the country through a seafood marketing campaign.

The goal is fantastic, but how will we measure whether the campaign is ultimately successful? We really have no reliable way to quantify on a national scale whether seafood consumption is growing.
