Several Russian harvesting companies sent letters to President Vladimir Putin asking him to postpone the second stage of the co-called investment quota program, warning it could trigger a massive shutdown in the sector, and adding to the number of voices criticizing the project.

Russia has carried out a large-scale renovation of its fishing and processing sector since 2018 under the so-called investment quota plan, under which lucrative fishing quota rights were allocated to companies committing to build new fishing vessels at domestic shipyards and onshore processing plants.
