Negotiators from North Atlantic countries and the European Union on Tuesday failed once again to agree on the quota distribution for two key pelagic species, but there were some hopeful signs that regulators were committed to resolving the controversial dispute over the stocks.
Representatives from the so-called Coastal States -- the United Kingdom, Norway, Faroe Islands, Iceland, the European Union and Russia -- concluded overall Northeast Atlantic herring and blue whiting catches next year should follow advice from the International Council for the Exploration of the Sea (ICES), but the distribution of that catch remains unresolved.
