Rosrybolovstvo, Russia’s federal fisheries agency, is developing the second stage of its state investment quota program aimed at updating the country's fishing fleet and onshore seafood processing infrastructure.

But Russian seafood associations and fishing companies have significantly different views on how the program should be expanded.

Rosrybolovstvo started the state investment quota program to modernize the country's seafood industry in 2018, and has since signed 79 agreements with companies, worth RUB 213 billion (€2.4 billion/$2.9 billion).
