Bird conservation NGO Birdlife International contends being certified by the Marine Stewardship Council (MSC) does not guarantee a fishery is sufficiently addressing bycatch of marine mammals, sea turtles and -- most importantly -- seabirds.

In a new report that reviewed 23 fisheries certified by the MSC, Birdlife International says only three are working to actively minimize bycatch.

Twelve fisheries received an amber rating from the group, meaning some measures were in place, with reductions in bycatch of some species, though action was not considered comprehensive.
