Nobody likes change. And when the change afoot drastically overturns a largely fragmented and previously unscrutinised industry, it is no surprise that the reaction is extreme.

Hundreds of small-scale fishermen in Chile clashed with police in several coastal towns as they protested against the new fisheries law in 2012.

The fishermen alleged the new law would favour larger fishing companies, as they would be forced to compete with industrial fishing vessels.

Critics said the new controls, which took effect in February last year, would negatively impact artisan fishermen by exacerbating longstanding issues within the industry, including the continuation of a divisive quota system through which corporations could feasibly hold sway over independent fishermen in perpetuity.
