Local officials in Eureka, California, have been working for years to turn a blighted coastal California property six hours north of San Francisco into an aquaculture hub.

The land, home to the former Samoa Pulp Mill, is what the Environmental Protection Agency (EPA) calls a "Superfund" site because of the millions of gallons of hazardous materials and toxic sludge left decaying from a former pulp mill that once operated on the peninsula.
