Scallop and groundfish companies Blue Harvest Fisheries and Quinn Fisheries on Monday filed a lawsuit against the executive charged with the settlement trust of Carlos Rafael and three arbitrators in an effort to complete a "multimillion-dollar commercial transaction" that will transfer some of Quinn's fishing vessels and permits to Blue Harvest.

Part of that plan also includes Quinn Fisheries purchasing some fishing vessels and permits from Blue Harvest.

Blue Harvest and Quinn filed the complaint in a New Bedford, Massachusetts-based Superior Court against Rafael trustee Lloyd MacDonald, asking the court to issue a "temporary restraining order and preliminary injunction" that would prohibit MacDonald from interfering in the sale.
