EU unveils proposed quotas for Atlantic, North Sea in 2018

Several key stocks may have TACs increased in coming year.

The European Commission unveiled on Tuesday proposed fishing quotas for stocks in the Atlantic and North Sea, recommending increases for a slew of stocks, but reducing total allowable catch (TAC) levels for some key fish.

Karmenu Vella, Commissioner for Environment, Maritime Affairs and Fisheries, said the proposals -- which recommend that TACs on 19 out of 78 stocks be increased and 14 held stable -- reflect positive developments in effectively managing EU fisheries.

"Our fleet is becoming more profitable and that is because some of the EU's key fish stocks are healthier and more abundant," he said.

The EU noted that key fish stocks including North Sea sole, northern hake and southern horse mackerel are all on the rise. Some 44 stocks are now fished at maximum sustainable yield (MSY), up from only five in 2009.

Horse mackerel, sole and plaice stocks in particular appear poised for large increases, as well as the socioeconomically important sole stock in the Bay of Biscay.

The commission proposed combined horse mackerel TACs in union waters of 2a, 4a, 6, 7a-c, 7e-k, 8abde, union and international waters of 5b, and international waters of 12 and 14 be raised 21 percent to 101,070 metric tons, while it recommended a 21 percent increase in the horse mackerel quota in region 8c to 16,000 metric tons. However, significant cuts are proposed in horse mackerel TACs for other areas, which somewhat offset those gains.

Hake TACs, too, will likely see a significant reduction, with the commission proposing a drop of 19 percent to 97,581 metric tons in regions 3a, 2a, 4, 5b, 6, 7, 12, 14 and 8abde. Hake harvests in other regions are also poised for a decline.

The commission proposed a full prohibition on eels for all EU waters, following scientific advice to cease harvesting any fisheries that impact spawning fish.

The commission also proposed increase TACs for Norway lobster in the North Sea, four sole stocks and three plaice stocks in North Western waters, and megrims in South Western waters.

The recommended TACs are based on International Council for the Exploration of the Sea (ICES) advice.

Member states will agree on the stocks at the upcoming December Fisheries Council, which takes place Dec. 11-12.
